The Daily Star: Migrant workers to get warmer welcome

BEIRUT: Migrant workers will now receive information packs on their rights and responsibilities upon arrival in Beirut, and airport staff will undergo training on how to recognize vulnerable people, General Security announced Thursday.

Staff at Beirut Rafik Hariri International Airport will attend workshops, held by the nongovernmental organization Caritas, on migrant rights, how best to deal with migrant workers when they arrive in Lebanon and how to get them the relevant help if they appear to need it.

Dima Haddad, project manager at Caritas Migrants Center, said staff will be instructed on how to notice certain behavior. “Airport staff will receive training on how to detect vulnerable people, anyone who might have been trafficked, for example,” Haddad said.

The designated areas for migrant workers, upon arrival at the airport, have also been redecorated, in an effort to create a more welcoming atmosphere.

في خطوة غير مسبوقة، وجّهت المديرية العامة للأمن العام أمس بياناً الى «المواطنين، والرعايا العرب والأجانب المقيمين على الأراضي اللبنانية» أعلنت فيه الوسائل التي يمكنهم استخدامها لتقدمهم بشكاوى بحقها أو بحقّ الضباط والمفتشين والموظفين فيها. وأوضحت المديرية أنها ستتلقى الشكاوى وستعالجها تباعاً «حرصاً منها على حسن سير العمل واعتماداً لمبدأ الشفافية».
فابتداءً من اليوم، يمكن المواطنين والرعايا الأجانب تقديم شكواهم من خلال حضورهم شخصياً الى غرفة الشكاوى في مكتب المدير العام الذي يقع في منطقة العدلية، مبنى الأمن العام رقم (3) الطبقة الثامنة.
وأعلنت المديرية كذلك أن المشتكين يمكنهم من الآن فصاعداً الاتصال بأحد الأرقام الآتية: 389116/01 أو 389117/01 أو عبر رقم الفاكس: 388555/01. أو ايداع الشكوى عبر الموقع الإلكتروني للأمن العام على شبكة الإنترنت: www.general-security.gov.lb.
ويمكن أيضاً «إيداع شكوى مكتوبة وموقّعة من قبل صاحب العلاقة في ظرف مقفل يتضمن تحديد الشكوى ونسخة عن الإيصال المعطى له في صندوق الشكاوى الموجود في المبنى المركزي رقم (2) العدلية، متضمناً كامل الهوية، العنوان، رقم الهاتف أو البريد الإلكتروني». وبذلك فتحت المديرية العامة للأمن العام أذنيها للناس مباشرةً بعدما كانت تصل الشكاوى والطلبات الى الأمن العام عبر سياسيين وأشخاص نافذين في الدولة من خلال اتصالهم بوزارة الداخلية أو بالمدير العام أو بالضباط الذين يخضعون له. يذكر أن معظم الشكاوى تتعلّق بتوقيف الأجانب مدداً طويلة بعد انتهاء مدة العقوبة المذكورة في الأحكام الصادرة بحقّهم، وبإصدار وتجديد بطاقات الإقامة أو بالحصول على تأشيرات دخول أو بتسوية أوضاع المخالفين لقانون الأجانب. وقد تتعلّق الشكاوى كذلك برقابة الأمن العام على السينما والمسرح والمنشورات. تأتي خطوة الأمن العام في إطار انفتاح المؤسسات الأمنية التابعة لوزارة الداخلية على شكاوى المواطنين ومعاناتهم.

«هل نحن بشر في لبنان ؟»، سؤال بسيط يقضّ مضجع المواطن السوداني عبد المنعم إبراهيم منذ 21 عاماً، أي منذ تاريخ لجوئه إلى لبنان. «أعلم أن ليس كل اللبنانيين سواءً، فمنهم من أصبح كأخ لي، لكن المشكلة في نظرة معظم الأجهزة الأمنية إلينا، إذ لا نشعر بأننا بشر في أعينها». يضيف الدكتور عبد المنعم، الذي درس في جامعات لبنان وحصل على أعلى الشهادات.
لم يشأ قدر بعض اللاجئين في لبنان أن يمر يومهم العالمي، الواقع في العشرين من حزيران من كل عام، من دون أن يحصل ما يذكّرهم بـ«البؤس» الذي هم فيه، فاللجوء في بلاد الأرز قد يعني «إذلالاً واحتقاراً وعنصرية». قبل أيام، قصد «الأخبار» عدد من اللاجئين والمقيمين السودانيين، وتحدثوا عن حادثة حصلت معهم في منطقة الأوزاعي قبل نحو أسبوع، جعلت بعضهم يتمنى «الموت في جحيم دارفور على حياة الذل في لبنان».

Caritas Migrant Center is playing an important role for migrant workers, but it's not all as good they portray it. Caritas talks below of a landmark ruling relevant to domestic workers, while having undermined a landmark ruling in the case of an arbitrarily detained Iraqi refugee. Collusion with the General Security, who has given Caritas the privilege to enter their prisons, is inevitable.

BEIRUT: In December, a landmark for migrant workers’ rights in Lebanon was achieved when Filipino worker Jonalin Malibago won her case against her employer, who physically abused her for years, and who was later sentenced to two weeks of prison. Malibago was assisted by the Caritas Migrant Center and despite the leniency of the abuser’s sentence, the outcome of the case gave hope to all migrant workers who have been or are still subject to abuse.

Videos shot during the 28 February 2010 demonstration in front of the Lebanese General Security detention facility in Adlieh, Beirut, called for by Lebanese Human Rights NGOs, denouncing the practice of arbitrary detention of foreigners, migrant workers, asylum seekers and refugees.
