السياحة تضبط مخالفة تمييز ضد مواطنة أثيوبية وتحيل مدير مسبح الى المحاكمة

17 تشرين الأول 2012 - المفكرة القانونية - الحادثة هي الأولى من نوعها. شرطة وزارة السياحة تضبط مخالفة "تمييز" ضد مواطنة أثيوبية منعت من الدخول الى مسبح كائن في بيروت، تنظم محضرا بها وترسله الى القاضي المنفرد الجزائي في بيروت. وكانت وزارة السياحة أصدرت بتاريخ سابق (45 نيسان 2012) تعميما تنظيميا يفرض على مجمل المؤسسات السياحية احترام المساواة في استقبال الزبائن. القاضي عين جلسة أولى للنظر فيها في 12-10-2012 وتم ارجاؤها لابلاغ "المخالف" الى 11-1-2013. المفكرة تترقب هذا الموعد. 

Sunday like any other day for this migrant domestic worker

I took these pictures today, on a Sunday, while heading back home from a family gathering. While all Lebanese (and virtually all residents in Lebanon) were enjoying a day off, this domestic worker was just doing her work. Despite 3 years of activism and advocacy for essential labor rights for migrant domestic workers, the "system" has not changed much. Wissam.

Abboud urges tourism venues to adopt anti-discrimination policies

أصدر وزير السياحة فادي عبود تعميما يحمل الرقم 20، طلب فيه من جميع المؤسسات السياحية على انواعها كافة اعتماد المساواة في استقبال الزبائن دون تمييز لجهة العرق اوالجنسية والاشخاص ذوي الحاجات الخاصة المتمتعين بالاهلية القانونية.

BEIRUT: Lebanon’s Tourism Ministry urged over the weekend all tourism-related establishments to adopt an anti-discrimination policies.

In a circular – number 20 – issued Saturday, Tourism Minister Fadi Abboud urged to all tourism-related venues to cater to all customers without any form of discrimination, whether in terms of race, nationality or those with disabilities, reported the National News Agency.

رسائل إلى المحرر

تعقيباً على التحقيقات التي لا تحصى، والتي نشرت في الآونة الأخيرة في جريدتكم الغراء عن موضوع العنصرية المستشرية في لبنان، وخاصّة تجاه العاملات والعمّال الأجانب،
قرأت بفخر هذا الصيف ملصقات وزارة السياحة اللبنانية التي تعرّف السائح بلبنان وتصوّره لهم بأنه وجهة سياحية من الدرجة الأولى. فالملصقات من حيث النوعية والمضمون توازي تلك التي نراها في بلدان العالم السياحية المتطورة. صدّقت ما قرأت، فقررت تمضية الصيف بأكمله هذه السنة في لبنان لأعرّف زوجتي وأولادي الثلاثة إلى بلدهم، بعدما كنت قد شوّقتهم إليه خلال السنين العشرة الماضية في الغربة، لدرجة أنني أرهقتهم بأقاصيصي عن بلد الأرز والحرف وشرعة حقوق الإنسان وجبران وكلية الحقوق في بيروت وشريعة حمورابي وأليسار وهنيبعل.
قدمنا إلى لبنان منذ بضعة أيام، وقررنا التوجّه إلى منطقة الهري قرب شكا لتمضية ليلة في فندق باهظ الثمن للتمتع بمياه شاطئ الحرف. وصلنا إلى الفندق ساعة الظهر، فقوبلنا بابتسامة يسهل على موظفة الاستقبال توزيعها على الزبائن نتيجة إتقان اللبنانيين فن استقبال الزائر (كما شرحتُ لعائلتي). رمينا أمتعتنا بسرعة في الغرفة، وهرعنا إلى الشاطئ. هناك، هالنا منظر عاد بنا مئات السنين إلى الوراء حينما ازدهرت أسواق النخاسين، حيث إن العاملات الأجنبيات اللواتي كن يعتنين بأطفال نزلاء الفندق في المسبح أمرن بارتداء مريول خاص للتعريف بهن كخادمات. كذلك مُنعت الخادمات من الاستحمام في مياه البحر الشاسع. وبينما نحن نتأمل المنظر بدهشة المصعوق بأفواه «مشدوقة»، أتى «أبو الصفارة»، آمر مخيم الاعتقال، ليأمر زوجتي السمراء بارتداء مريول. عندها قفلنا راجعين خائبين، والخجل يعتريني من أن «بلد الشرائع» الذي يبدو لي أنه قد فاته قطار التطوّر، لم يكتب لنفسه شرعة حقوق وحريات لمواطنيه أسوة بدول العالم المتحضر.

One more Lebanese beach story

The following is a text published by Khouloud Na. on the wall of the Facebook Group Support Rights of Migrant Domestic Workers in Lebanon yesterday. I'm reproducing it as is.

I was trying to comment this on the video on ethiopian suicide blog but i couldn't cause i don't have an account:

Once we were in Saint George beach club and there was a family sitting near us with their teen-age handicapped brother. They came to lebanon to spend the summer vacation. An African nurse accompanied him from their home residence abroad to here cause he needs 24/24 hour assistance. Soon as he wanted to swim she went with him in the water to help him out. She's the only one who knows how to hold him and to make him swim.

But before her neck reached the surface of the water, the life guard blew his whistle hard. I thought someone is drowning but i was shocked to see him telling her that she can't get into the pool. The guy's young sister went to him and asked him why is that, but he said she's not allowed to get in the pool. She then went to the main office to ask ... See Moreabout that, she thought it's because she was wearing shorts and a t-shirt rather than swimming suits, but they told her it's because her colour is black and the Lebanese people "would get disgusted". She couldn't swim, neither he could. They stayed under the hot sun... (pools pools everywhere and not one to drop in!) This mentallity is the handicapped mentallity of the lebanese society and we do need assistance!

بيان حملة حركة مناهضة العنصرية

إندي-أكت تطلق حملة "حركة مناهضة العنصرية" في لبنان

بيروت – 18 حزيران 2010: قام عدد من الناشطين المستقلين بتحرك مباشر على عدد من المنتجعات السياحية العنصرية التي تتبنى سياسات منع العمال الأجانب من الدخول إليها أومن السباحة في حوضها بناء على اللون والعرق والمرتبة الإجتماعية.
وقد كانت بعض هذه الأماكن قد علقت لوحات طالبة من الزبائن عدم إدخال الراديوا والطعام والعاملات الأجنبيات في المنازل.
وقد توجه الناشطون للمنتجعات ذات الطابع الأكثر عنصري بعد عدة أبحاث ميدانية قاموا بها للتأكد من القوانين المتبعة في هذه الأماكن وكان بصحبتهم ناشطة من الجنسية المدغشقرية، وقد منعوا من الدخول بصحبة الخادمة متذرعين بذرائع عنصرية لا مبررة.

"قمنا برصد أكثر من 15 منتجعا سياحيا تتبع نفس التقاليد والممارسات العنصرية بحق الغير بيض في لبنان مما يذكرنا بحقبة الفصل العنصري في أمريكا" صرحت منسقة الحملة  في إندي-أكت إيمي رازانادجي "تحرك اليوم هو بداية ضمن سلسلة تحركات مشابهة لتوثيق هكذا ممارسات ولإعلام المجتمع اللبناني بمدى مساهمته في العنصرية والطبقية " أضافت إيمي.
وقد تفاقمت مؤخرا هذه الحوادث حيث يتم طرد زبائن أو حتى منعهم من الدخول بسبب لون البشرة أو الأحكام المسبقة بسبب ضعف المجتمع المدني في التصدي لهذه الظواهر وعدم وجود قانون مجرم وملزم يطال أصحاب الممارسات العنصرية في لبنان.
"على الحكومة اللبنانية ان تبادر حالا لتغريم المنتجعات العنصرية التي تخالف بهكذا سياسات شرعة الأمم المتحدة لحقوق الإنسان خصوصا البند الذي يتعلق بالمساواة " صرح علي فخري المسؤول الإعلامي لحملة مناهضة العنصرية في إندي-أكت "هذا التحرك هو بمثابة إخطار صريح لباقي المنتجعات أن المجتمع المدني يبادر للتحرك لحل هذه الآفة الإجتماعية" أضاف فخري.
تقوم حاليا حملة مناهضة العنصرية بالتحضير لعدة مشاريع وتحركات مباشرة تعلن عنها في حينها هدفها دعم ومناصرة العاملات والعاملين الأجانب في لبنان.

Caught on Video: Swimming pool denies entry to migrant domestic worker

The Anti Racism Movement organized a direct action this weekend to highlight racism in Lebanese society towards migrant domestic workers and people of color in general.

Below is the video of Anti Racism Movement activists trying to get a migrant domestic worker into the swimming pool. The activists are allowed in, but not the "maid".

“Anti Racism Movement” launches in Lebanon

July 12, 2010- A group of independent activists organized a direct action on a number of touristic resorts that adopt racist policies towards migrant workers in Lebanon on the basis of color, race, and class. Some of these resorts had put up signs asking its customers not to bring radio, food and maids to the resort.

After conducting several field researches and verifying the rules and procedures of the resorts, activists went to the resorts identified as the most racist accompanied by an activist of the Madagascari citizenship. The woman was denied entry by the administration of the resort and no valid reasons were provided.

"We have monitored more than 15 resorts that follow the same traditions and practices of racism against non-whites in Lebanon, reminiscent of the era of apartheid in South Africa, blatant racism in the United States," said the campaign's spokesperson at IndyACT, Aimee Razanjay. "The action today is the beginning of a series similar actions to monitor and document such practices and to inform the Lebanese society of the extent of their contribution to perpetuating the racist system in Lebanon," added Aimee.

Incidents of this sort have recently been exacerbated where customers are prevented from entering because of skin color or prejudice and definitely because of the weakness and/or indifference of civil society actors in dealing with these phenomena and the absence of a criminalizing and binding law that affects these racist practices in Lebanon.

"The Lebanese government should take the initiative to fine those resorts that are engaged with such policies going against the UN Charter of human rights, in particular the item relating to equality," said Ali Fakhry, Communication Officer of the Anti Racism Movement in IndyACT. "This move is an explicit notification to the rest of the resorts that there are activists not willing to stay silent anymore, "said Fakhry.

The Anti Racism Movement is preparing for several events and actions advertised in a timely manner designed to support, advocate and empower migrant domestic workers in Lebanon.

Maids are "miscellaneous" at Water Gate Aqua Park

A discussion I had yesterday at the Water Gate Aqua park, in Le Royal Hotel in Dbayeh (North of Beirut).

Me: Excuse me, but what does "Miscellaneous" mean?
Receptionist: Maids.
Me: Oh! So are they allowed to swim or go on the slides?
Receptionist: No. They are only allowed to wear shorts and accompany the small children in the water.
Me: Is that a decision by the administration?
Receptionist: Yes.

(sorry for not being able to post more often, but Israel's freedom flotilla massacre took priority for a while)

Radios, Cameras, Maids and Palettes not allowed

This is a photo of an announcement on a Lebanese beach/swimming facility. "Maids", in the Lebanese mind, means migrant domestic workers. So no doubt about it, we are witnessing another manifestation of Lebanese racism and discrimination against MDWs

In the Lebanese mind, mixing "inferior race" (i.e. not white people) and "inferior" work (based on the Lebanese mind scaling system as there is no such thing as 'inferior' work) objectifies people and makes the fall within the category of radios, cameras, palettes or the alike.
