BEIRUT: Psychological problems of employers are a leading cause of violence or abuse perpetrated against domestic workers in Lebanon, according to an European Union-funded report published Wednesday.

While existing social prejudice and legal loopholes allow for such behavior, the personal mental problems of the “madame” are also responsible, said “An Exploratory Study of Psychoanalytic and Social Factors in the Abuse of Migrant Domestic Workers by Female Employers in Lebanon.”

Mistreatment in childhood and childhood trauma, self-loathing, paranoia, gender identity issues and obsessive-compulsive disorders are among the issue

As part of the 2011 Human Rights Film Festival which took place from 27th to 30th of January 2011 at Cinema Metropolis Empire Sofil, Beirut. a panel discussion on Migrant Domestic Workers Rights in Lebanon was held. The two speakers are Ray Jureidini, LAU professor and human rights activist (in English), and Nadim Houry, human rights watch Beirut office director (in Arabic). They offere an excellent insight into the situation of migrant domestic workers in Lebanon. The discussion was on 29 January 2011, and it was followed by Q&As.

Lebanese society is deeply racist and must tackle discrimination, report says

BEIRUT: An EU-funded report released Monday has criticized Lebanese society for rampant racism perpetrated against an estimated 1 million migrant workers in the country and upheld by gaps and loopholes in national law.

“There is an urgent need for developing meaningful strategies to address racist harassment, stereotyping and discrimination,” said the “Culture of Racism in Lebanon” study compiled by Italian Solidarity in the World (COSV) and a collection of leading Lebanese human rights NGOs.

Lebanese authorities must clearly define racism in legislation, identify the number of cases, set out legal consequences and judicial mechanisms to prosecute

A plane carrying 86 Madagascan domestic workers, who say they have suffered abuse in Lebanon, has arrived in the capital, Antananarivo.

Madagascar's government chartered the plane following the death of 17 maids in the past year, reports the AFP news agency.
"My boss used to hit me and didn't give me my salary. I'm very, very happy to be back home," said Leonie, 25.
Some 7,000 Madagascans are said to be working in Lebanon.
"There have been a lot of deaths," said Prime Minister Camille Vital.
The population ministry said it had received 600 requests to be sent home from maids who had fled their employers, AFP reports.
In 2009, Human Rights Watch called on the Lebanese government to investigate the deaths of foreign domestic workers in the country.
The previous year, it said that one foreign maid was dying each week.

الخميس، 24 مارس/ آذار

حطت بمطار عاصمة مدغشقر أنتاناناريفو طائرة تُقل على متنها 86 من عاملات المنازل يقلن إنهن تعرضن لسوء المعاملة في لبنان.

واستأجرت حكومة مدغشقر الطائرة التي أقلتهن بعد وفاة سبع عشرة عاملة منزل السنة الماضية، حسبما أوردت وكالة فرانس برس.

وقالت ليوني البالغة من العمر 25 سنة: "لقد تعود رب المنزل على ضربي، كما حرمني من راتبي. أنا جد مسرورة لعودتي إلى وطني".

ويعمل في لبنان ما يناهز 7 آلاف مواطن من مدغشقر، حسبما ذُكر.

وقال رئيس وزراء البلاد كامي فيتال: "هناك الكثير من الوفيات".

وقالت وزارة السكان إنها تلقت 600 طلبا من عاملات المنازل بلبنان لإعادتهن إلى موطنهن بعد أن هربن من مشغليهن، حسب نفس الوكالة.

وكانت منظمة هيومن ووتش قد طلبت من الحكومة اللبنانية عام 2009 فتح تحقيق في وفاة عدد من عاملات المنازل الأجنبيات.

وقالت هذه المنظمة في السنة الماضية إن كل أسبوع يشهد موت خادمة أجنبية في لبنان.

Death of two migrant domestic workers in the past two days

Al-Akhbar newspaper reported today that, two days ago, the body of Sri Lankan domestic worker, Manaka Brinjani, was found in Baabdat. The death was caused by the fall from from a high rise building. The security bulletin said that she was attempting to escape from the employment office when she fell.
In El `Abda, the body of Bengali domestic worker, Hazira Katan (30 years old) was found hanging by a rope in the house of Ahmad `A. The security bulletin presumed that the death was caused by a suicide.

وفاة عاملتين أجنبيّتين

صباح أول من أمس عُثر في بعبدات على جثة العاملة السريلانكية ماناكا برينجاني، التي توفيت نتيجة سقوطها من طبقة مرتفعة، وجاء في بلاغ أمني أنها كانت تحاول الفرار من مكتب لاستقدام العاملات الأجنبيات.
في منطقة العبدة، وجدت جثة العاملة البنغلادشية هازيرة كاتان (30 عاماً) معلقة بحبل في منزل أحمد ع. جاء في بلاغ أمني أنّه يُرجَّح أن تكون الوفاة ناتجة من فعل انتحار.

On Saturday, February 26 a 30-year old woman from Nepal named Samoay Wanching Tamang committed suicide at her employers apartment in Jdeide under mysterious circumstances. The Police are shutting up, her employers are shutting up, and no one is willing to ask WHY?

Why is one migrant worker dying a week in Lebanon? Why did two die last week? Why have hundreds of young women been murdered, abused, tortured, and pushed to suicide by... their employers in Lebanon in recent years?

JOIN US this SUNDAY at 3 PM on Sa’ad Street in Jdeideh to COMMEMORATE the life and death of Samoay Wanching Tamang, one of hundreds of migrant workers denied their full human rights, and show her neighbors that she is not just a statistic in some report. We will be accompanied by members of the Nepalese community paying their respects through a Buddhist funeral ceremony.

خطف عاملة سريلانكيّة واغتصابها

• A Sri Lankan domestic worker reported that she was kidnapped and raped
• A Filipino domestic worker was arrested at the airport for lack of identification documents
• An Ethiopian domestic worker is accused of running away from the house of her employers and of jewelry theft

في الأيام الأخيرة، سُجلت مجدداً أحداث كانت ضحيتها عاملات أجنبيات. ومن أبرز ما جاء في البلاغات الواردة إلى قوى الأمن الداخلي خبر عن تعرض عاملة للاغتصاب. مساء يوم الاثنين الماضي، ادّعت العاملة السريلانكية أشوكانتي ج. (44 عاماً)، أمام فصيلة برمانا في قوى الأمن، أنها خلال وجودها في منطقة الدورة بعد ظهر ذلك اليوم، أوقفها رجل ادّعى أنه من عناصر الأمن العام، وطلب منها أن تظهر له جواز سفرها وأوراقاً ثبوتية، فأبرزت صورة عن الجواز، فقال لها إن ما تحمله غير قانوني، وإنه سوف يرسلها إلى السجن، وأجبرها على الصعود في سيارته ـــــ التي لم تحفظ مواصفاتها ـــــ وانطلق بها نحو طريق فرعية ومنطقة مجهولة، حيث عمد الى اغتصابها وسلب منها مئة دولار كانت تحملها بعدما شهر في وجهها سكيناً. وذكرت المدّعية في ادّعائها أمام قوى الأمن أن المعتدي عليها كان يرتدي بزّة عسكرية، وأنه تركها لاحقاً في منطقة رومية.
وجاء في تقرير أمني أن العاملة الفيليبينية كرييستنا أوقفت في قاعة الانتظار، في مطار بيروت، لأنها لا تحمل أوراقاً
ثبوتية.
من جهة ثانية، ورد بلاغ إلى قوى الأمن عن فرار عاملة إثيوبية (اسمها اشرمولا أ. غ.) من منزل مشغّليها في بقناي، واللافت أن البلاغ تبنّى فوراً الاتهام الذي وجّهه المشغّلون إلى العاملة بأنها سرقت مجوهرات من المنزل تُقدر قيمتها بنحو 3 ملايين ليرة، فيما يفترض انتظار التحقيق في القضية للبتّ إن كانت فعلاً قامت بفعل السرقة

رسائل إلى المحرر: بخصوص الكرامة والشعب العنصري

استرعى انتباهي أحد الإعلانات على الطريق لجواهر، يستعمل عنق امرأة سوداء جميلة. فلوهلة اعتقدت أني لست في لبنان، فوضع امرأة سوداء لعقد ماسي على عنقها ليس من شيَمِنا. نسمع كل يوم أخباراً عن عنصريتنا اللامتناهية الساديّة تجاه باقي الشعوب: ضرب عمّال سوريين ونشلهم، ضرب أو «انتحار» عاملات من الهند، سريلانكا، إثيوبيا، بنغلادش إلخ... عدم السماح للعمال الأجانب من أصحاب البشرة الداكنة بدخول بعض المطاعم أو الحانات أو حتى المسابح في الصيف، أو حتى إذا لم يكونوا من العمّال أو العاملات، مثل قصة زوجة القنصل الفيليبيني التي لم يسمح لها بالسباحة في أحد المسابح قبل أن يُسمح لها بعدما عرفوا أنّها زوجة القنصل. نسمّيهم «هيدا السوداني» و«هيدي الهندية» ولا نفرّق بين أستاذ جامعي أو مثقّف أو سفير.
لا تكمن عنصرية الشعب اللبناني فقط في ممارستنا، بل في ثقافتنا وتراثنا ولاوعينا. أذكُر أنه بُعيْد أحد الانفجارات عام 2007 في منطقة الدكوانة كتب تلفزيون لبنان على شاشته: «خبر عاجل: إصابة مواطن وسريلانكي في انفجار في الدكوانة»، وكأن السريلانكي «شيء» وليس إنساناً، وذلك قبل أن يتنبَّهوا وتُغيّر الكتابة. فالتلفزيون الرسمي لا يشذّ عن القاعدة. تماماً مثلما نرى كلّ يوم في السيارات خَدَماً في المقاعد الخلفية، علماً بأن المقعد الأمامي يكون خالياً (في أحد الإعلانات لمكتب استقدام خادمات نقرأ: «مع كلّ خادمة مريول هديّة(...)».
احتلّ لبنان المراتب الدنيا في الترتيبات العالمية للعنصرية وتجارة الرقيق. ممَّ تنبع عنصريتنا وشعورنا بالتفوّق على باقي الشعوب؟ علماً بأن شعوباً أخرى عديدة اضطُهِدت عنصرياً من شعوب أخرى لسنوات طويلة ولم تمارس ساديتها على شعوب أخرى انتقاماً، مثل السود في جنوب أفريقيا وأميركا، بعض شعوب البلقان، الصينيين في اليابان، الشمال ـــــ أفريقيين في أوروبا إلخ... إذاً لم تُمارس جدّياً أي عنصرية علينا ونعتقد أنّنا الأرفع شأناً و«الأسمى» من بين الشعوب، والأذكى، والأجمل، و«الأهضم» و«حربوق وكيف ما بتكبّوا بيجي واقف». العنصرية في لبنان لا تقتصر على «اليمين» اللبناني مثل كل دول العالم، بل تتخطاه إلى كل الانتماءات والاتجاهات، فالعنصرية اللبنانية عابرة للطوائف والطبقات الاجتماعية، إذاً هي عنصرية فريدة وغريبة من نوعها.

Trip Advisor: Racism in Lebanon?

A colleague recently returned from Lebanon and was disgusted by the treatment of domestic help (from abroad) and his mates who travelled with him. He went in a large group, a mix of european, african and south asian friends. He pointed that that the european and fair skinned indian friends (who were mistaken at times as being lebanese/arabs) were treated really well but his nigerian and dark skinned indian & pakistani friends treated with contempt. These 3 friends were refused entry to a few places and often got hostile looks. Totally surprised me because it didn't even occur to me that this might be an issue. I am going with in April but only for 1 or 2 days in Lebanon and we are all Indian Punjabi & l am now wondering if we may incur the same treatment? Just curious whether this is a common theme or whether it might have just been an isolated incident?

الفيليبين تعيد السماح لمواطناتها العمـل فـي لبنـان

Assafir newspaper reported today that the Philippine government is expected to sign a cooperation agreement with the ministry of Labor in Lebanon that would end the Philippine's prohibition of their nationals to come and work in Lebanon.

وافقت الحكومة الفيليبينية على مشروع مذكرة التفاهم بين لبنان والفيليبين، في ما يتعلّق بحل مشكلة العاملات الفيليبينيات في لبنان، بعدما كانت قد أصدرت قراراً يقضي بمنعهن من المجيء إلى لبنان.
وتوقع وزير العمل في حكومة تصريف الأعمال بطرس حرب، إثر اجتماعه مع سفير الفيليبين في لبنان جيلبيرتو أسوكو أمس، أن يصار إلى توقيع الاتفاق بين البلدين في الأسبوع المقبل.
